Support for Local Optical Committees

The initial focus of JCL was to look after the needs of Local Optical Committees. This has now expanded to work for Primary Eyecare companies, individual optometry practices, private eye clinics, and other optical and non-optical businesses. The range of work covered for LOCs has expanded over time

Whilst we are perfectly set up for managing all the day to day administration, communication, CET administration and business requirements of LOCs, we have also been heavily involved in setting up enhanced services throughout the country from writing business cases, negotiation with PCTs and CCGs, running accreditation, managing ongoing schemes through participation in steering/audit groups and management of ongoing accreditation requirements.

In recent times this has involved procurement through the LOC company model. We are currently dealing with administrative and operational aspects of companies set up in Cornwall, Croydon, East London, Somerset, South East London and Kent.

We currently work with 8 LOCs in total from offices in London and Yeovil with staff experienced in dealing with LOCs and the NHS.

Examples of work:

Lambeth, Southwark, and Lewisham: involved in set up and ongoing management of the Minor Eye Conditions scheme in Lambeth and Lewisham as well as re-launch of glaucoma repeat measures scheme and negotiation and set up of cataract referral refinement. This is now being run across the whole of South East London by Primary Ophthalmic Solutions under our management and with the provision of a single point of access triage service run on e-RS. The service sees over 25,000 patients per year.

Croydon: wrote original business case for CORS scheme. Project management of successful bid for the Community Ophthalmology Tender via Complete Ophthalmic Services CIC. The service is now part of an integrated ophthalmology services under Moorfields. Charles acts as Executive Director of the company and the team run the administrative elements of e-RS and the triage service. The service sees over 7,000 patients per year.

Somerset: involved in set up of ACES, negotiation of enhanced service contract which became the basis for the national model contract. Run all accreditation for ACES, IOP and OHT scheme and provide assurance to the CCG. Set up LOC company which will both directly and via third parties, provide support service to practices such as clinical waste collection, equipment maintenance, education and training for optometrists and the practice team. Recently set up post-op cataract contracts with Yeovil District Hospital and Musgrove Park Hospital.

East London, City & Islington LOC: successfully negotiated contracts for MECS in City & Hackney, Islington, Newham, and Tower Hamlets. Running the services in these areas plus Waltham Forest, seeing over 12,000 patients per year.

Kent & Medway LOC: successfully negotiated contracts with Operose (formerly The Practice Group) for MECS and post-op cataract services. Successfully negotiated contracts with the East Kent CCGs for MECS and triage. Services see around 20,000 patients annually.
